The facility did not have a fenced outdoor play area that was on or adjoining the day care property and was accessible without hazard as evidenced by children were observed playing outdoors in unapproved space - the space was located outside the fenced area. Ms. Bruckerhoff has a fenced play area for the children as well as a large unfenced patio that the children sometimes play on. Today, the children were observed riding bikes on the the road/driveway. Ms. Bruckerhoff lives at the end of a dead-end street. There are only 2 houses (including hers) on the dead-end street and therefore there is little to no traffic on this road/driveway. However, Ms. Bruckerhoff does not have permission for the children to ride bikes in this area and would need to request approval to do so by submitting a proposal showing how she will ensure the safety of children while riding their bikes. CCFS Poskin did observe that children had designated boundaries that did not allow them to go beyond what would be considered Ms. Bruckerhoff's driveway.

19 CSR 30-61.085 Physical Requirements of the Family Day Care Home 3 (A) 1 states: An outdoor play area shall be available on or adjoining the day care property. The play area shall be located so it is convenient and the children can gain access to it without hazard. It shall be fenced when necessary for the protection of children from traffic, water or other hazards. For family day care homes initially licensed after the effective date of these rules, or for the installation of new fences in existing facilities, the fence shall be at least forty-two inches (42") high. Fences shall be constructed to prevent children from crawling or falling through or becoming entrapped.
Correction Required
The outdoor play area shall be accessible without hazard and provide a safe fence around the outdoor play area as required.

The requirements for documentation of 12 clock hours of annual training were not met as evidenced by there were insufficient training documents on file. The staff listed needs the following information: Ms. Bruckerhoff has a list of her 2016 training showing all 12 hours but there are only certificates for 8 of the hours. Ms. Jacobs has a 2016 training list showing 10 hours of training, but there are only certificates for 4 hours. CCFS Poskin will check the MOPD ID Toolbox for Ms. Bruckerhoff's daycare to verify whether the additional 2016 hours (4 for Sheila Bruckerhoff and 8 for Julia Jacobs) have been acquired..

19 CSR 30-61.105 The Day Care Provider and Other Day Care Personnel 4 (A) states: The provider shall obtain at least twelve (12) clock hours of child care-related training during each year of employment in training which is approved by the department in health, safety, nutrition, guidance and discipline, appropriate activities and learning experiences for children, positive communication and interaction with parents, planning and setting up an appropriate environment for children, professional and administrative practices, or other child-related areas. Any assistant working more than five (5) hours per week shall meet the same training requirements.
