Department staff were not permitted access to the facility as evidenced by upon CCFS Watkins arrival at 1pm on 2/27/2020, CCFS Watkins knocked several times, rang the doorbell and there was no answer, however, children could be heard inside the facility. CCFS Watkins observed someone look out a window on the I/T side but was not able to identify who the person was. CCFS Watkins contacted local law enforcement and was then permitted inside the facility with the police escort.
