During naptime, a staff in the preschool room was observed hitting a child's leg while he was on a cot because he was moving his leg. Licensing Rule Reference 19 CSR 30-62.182 Child Care Program (1) (C) 3. states: Only constructive, age-appropriate methods of discipline shall be used to help children develop self-control and assume responsibility for their own actions. Licensing Rule Reference 19 CSR 30-62.182 Child Care Program (1) (C) 5. states: Brief, supervised separation from the group may be used based on a guideline of one (1) minute of separation for each year of the child's age. CCFS Susan Douglas observed, during naptime, a staff member in the preschool classroom, taking a child's blanket, putting it over his whole body, and tucking the blanket ends under the cot legs so the child was unable to get the blanket off of him. CCFS Susan Douglas also observed the staff member hitting the child's leg while he was under the blanket because he was moving his leg. Other children were moving on their cots and nothing was done to them. Licensing Rule Reference 19 CSR 30-62.182 Child Care Program (1) (C) 8. states: No discipline technique which is humiliating, threatening, or frightening to children shall be used. Children shall not be shamed, ridiculed, or spoken to harshly, abusively, or with profanity.
