During naptime, a staff in the preschool room was observed hitting a child's leg while he was on a cot because he was moving his leg.

Caregiver used a discipline technique that was humiliating, threatening or frightening to children as evidenced by CCFS Susan Douglas' observation of a video recording of Thompson Early Learning Center dated February 27, 2020. CCFS Susan Douglas observed, during naptime, a staff member in the preschool classroom, taking a child's blanket, putting it over his whole body, and tucking the blanket ends under the cot legs so the child was unable to get the blanket off of him. CCFS Susan Douglas also observed the staff member hitting the child's leg while he was under the blanket because he was moving his leg. Other children were moving on their cots and nothing was done to them.
