Children were not restricted to approved space as evidenced by At the time of CCFS Wilmesher arrival, five school-age children ages 8-10 years were being cared for in the infant/toddler room along with three children under age 24 months with caregivers Reisa Van Hook and Vanessa Grossius. Reisa Van Hook stated she brought the five school age children upstairs to answer a phone for a parent. The five school-age children were sitting and/or lying on the floor in the infant/toddler room watching the TV while Reisa Van Hook was speaking to a parent on the phone. CCFS Wilmesher advised staff members that school-age children cannot be present in the infant/toddler room unless there are no more than four children present in the the entire building. Reisa Van Hook took the five school-age children back to the basement.
