Department staff were not permitted access to the facility as evidenced by CCFS Sims arrived at 7:55am, when arriving a staff member stated that they were not allowed to have anyone walk around without the director and that one would be here shortly. CCFS Sims reminded staff of the licensing rule, staff stated is was their protocol. CCFS Sims was not granted access to the classrooms until 8:28am .

It is the policy of this company that outside visitors are restricted from walking through the facility without being escorted by the Director who is present from 8:30am-5:30pm. The inspectors have always been courteous in waiting for management to be present. This was a new licensing specialist to the facility that was unfamiliar to our staff. In lieu of waiting, she rudely informed the staff member that she would issue a citation. The director arrived at 8:17am, not 8:28am as stated.

That child is in distress when the employee leaves the room, therefore, the employee had the child on her hip while taking supplies to another classroom. The child was not placed on the ground or exposed to other children. This facility prioritizes the emotional well being of the children always.

The kitchen is located in the hallway of the lobby area where it is not accessible to the children except during pick up/drop off when they are in the care of a parent. The door was propped open to allow for ventilation. Several cleaning supplies are located in the kitchen for sanitation purposes. There is no risk of exposure to the children while they are in the facility as they are in the classroom, or in outside play areas, during operating hours.

The DHSS rules and regulations guide clearly outlines that the teacher/child ratio for outdoor space is 1 teacher per 15 children. The teacher was in ratio by having 11 children outside. The 11th child was brought into the classroom by the Director and escorted outside while the inspector was present in the facility to allow for the Director to continue the inspection process. This facility has disputed this citation as it is not a violation of any policy. Removal has been denied.
