Provider was not alert to various needs of the child as evidenced by Compliance Inspector (CI) Laura Wilmesher observed video footage from December 14, 2021, and observed toddlers in the highchairs from 9:40 a.m. until 11:50 a.m. Although the toddlers were at times given toys or were read stories during that timeframe and had lunch at 11:20 a.m., CI Wilmesher discussed that the length of time spent in the highchairs was not appropriate for the toddlers. In addition, during the video footage from the same day, the six infants/toddlers were also in the highchairs again from 4:00 p.m. until 5:00-5:15 p.m., without snack or other activities/toys during the majority of that timeframe. Most of the toddlers were at times visibly upset and squirming as if trying to get out of the highchairs during both of these timeframes.
