Requirements for supervision of napping children were not met as evidenced by infants and toddlers did not have constant care and supervision in that there were six children in the infant and toddler unit and two teachers, one of the teachers stepped out to go to the restroom. This left on teacher in the classroom space with 6 infants and toddlers alone.
