Violation
Department staff were not permitted access to the facility as evidenced by when the inspectors arrived at the facility, the facility doors were locked. CI Maddox knocked on the door as a staff member was walking by, CI Maddox presented her state ID badge to the door, that staff member went into another part of the facility. A second staff member approached the front door, again CI Maddox presented the ID badge, the staff member gave the sign for "just a minute" and was on the phone. The second staff member then went back into one of the classrooms. Neither staff member unlocked the door for CI Maddox. CI Maddox and CI Gaines waited 20 minutes on the front porch before leaving facility.
