Violation Children were not restricted to approved space as evidenced by one boy age nine got to the kitchen two times because the kitchen gate was not locked. In the kitchen was a pan on the outside burner of the stove (not turned on) that was holding gravy they had just been served for breakfast. A pan of biscuits was also sitting on top of the stove. Licensing Rule Reference 5 CSR 25-500.082 Physical Requirements of Group Day Care Homes and Day Care Centers (1) (C) states: Children shall have no access to areas not approved for child care. Violation A caregiver was not knowledgeable of the needs of children as evidenced by the three caregivers present rarely interacted with children. They stood or sat in stationary positions for the majority of the inspection while four infants cried, a toddler climbed on an adult stuffed chair located near a window. The child was able to stand on the arm and tap the window with the book in her hand. The window did have a small air conditioner, so the child climbed up the chair further to reach the glass window . Licensing Rule Reference 5 CSR 25-500.102 Personnel (1) (E) states: Caregivers shall have knowledge of the needs of children and shall be sensitive to the capabilities, interests, and problems of children in care. At 10:50AM Joyce changed one baby's diaper after CIS asked her about a diaper changing routine. Joyce responded that they check diapers as needed. Violation Requirements for supervision of napping children were not met as evidenced by infants and toddlers did not have constant care and supervision in that Joyce left the room to escort the older child to the playground door. She left two infants without supervision. One child was on the floor , another child was in a crib. . Licensing Rule Reference 5 CSR 25-500.182 Child Care Program (1) (D) 1. states: Infants and toddlers shall have constant care and supervision. Home monitors or commercial devices marketed to reduce the risk of Sudden Infant Death Syndrome (SIDS) shall not be used in place of supervision while children are napping or sleeping.
