Caregiver did not provide frequent, direct contact as evidenced by during lunch, all of the children were sitting at the table eating. CI Watkins observed one child who was in the rear of the classroom sitting under a table. No one noticed this child. The children were nearly done with lunch and CI Watkins informed a teacher that there was a child in the rear of the classroom. The teacher proceeded to retrieve the child and had to request another plate for lunch.

Caregiver focused upon unacceptable behavior instead of using praise and encouragement of good behavior as evidenced by a caregiver in the preschool 3-5 year old classroom continued to speak harshly to the children as they waited for lunch to be served. Whenever a child would not conform, the staff would aggressively scold the child with a harsh tone. As the children sat quietly at the table waiting patiently for lunch, the children were not praised for sitting quietly and patiently.
