The facility's outdoor space was not safe for children's activities as evidenced by a loose water hose was draped and wrapped loosely around the fence, the hose was coiled loosely on the ground and was accessible to children. Children have access and can pick up the hose, possibly wrap the hose around themselves, others or trip over the hose.
