Violation A caregiver did not cooperate with the department as evidenced by upon arrival, while Amy Heffner allowed Compliance Inspector (CI) Julie Pleimann and CI Jade Stewart-Martin inside the home, Amy did not allow CI Pleimann or CI Stewart-Martin to observe the home, observe the children, or take attendance. Amy repeated she would be with the CI’s once she got the children settled. Amy told CI Pleimann and CI Stewart-Martin to sit in the living room and would not allow them to walk through the home. A few minutes later, Amy did allow CI Pleimann and CI Stewart-Martin to see the bathroom but would not allow them access to the children. A few minutes later, Amy came into the living room and instructed CI Pleimann and CI Stewart-Martin that she was ready for attendance and allowed CI Pleimann and CI Stewart -Martin to see the children. Amy refused to let CI Pleimann and CI Stewart-Martin see her bedroom. Amy stated she would only allow CI's in her bedroom every other month. Amy stated that she knows the CI’s just wants to take her license and no one has any intention of helping her. During the inspection, Amy threatened CI Pleimann and CI Stewart-Martin, when Amy was asked if she would be closed during Christmas. Amy stated, you better not show up at her home while I am closed, in an aggressive chuckling tone. CI Pleimann attempted to review the inspection report with Amy. Amy began to speak sternly and became aggravated at CI Pleimann while holding a 7-month-old infant in her arms. The infant began crying as Amy was speaking sternly. Amy stated she did not like how the rule violation was worded. Amy refused to sign the inspection report and told CI Pleimann and CI Stewart-Martin to get out of her house and finish the inspection report in the car. Amy refused to sign the inspection report. Licensing Rule Reference 5 CSR 25-400.105 The Child Care Provider and Other Child Care Personnel (1) (F) states: All caregivers shall cooperate with the department.
