Bailee stated to CI Ray-Warnke that Laura Bailey-Director had run to the bank. At 11:50am Laura Bailey arrived. At 11:50am CI Ray-Warnke observed Laura Bailey and Bailee Robinson with 6 children, one child 9 months old, three children age 2 and two children age 4.

The facility's outdoor space was not safe for children's activities as evidenced by the fence that give access to the parking lot did not have a caribou or preventative on the fence. Children could easily open and leave the gated area.
