The diapering table was located in the infant room, in the toddler room, in the two year old room and in the young 3 year old room facing the wall so that the caregiver's backs are to the classrooms.

Caregiver did not provide frequent, direct contact as evidenced by CI Cox observed 3 young school age children leaving the restrooms in the hallway and walking into the dinning room where the rest of the class was sitting down for snack. The caregiver for this group was in the kitchen getting snack ready for the group. She could observed the children in the dinning room from the large pass through window, which was open, but she did not have a sightline to the children in the hall bathrooms.
