CI Barton informed the provider that the child found downstairs cannot stay downstairs and needs to come up with the rest of the children in the approved space. A caregiver exhibited behavior that did not show the individual to be of good character and intent and qualified to provide care to children as evidenced by Stephanie McCray lied to CI Barton repeatedly (upon arrival, when doing the initial count, and when CI began to look at unlicensed space) stating only 10 children were present in the home. CI Barton counted 10 children then an 11th child (age 4) entered the room needing assistance with toileting. Provider stated there were no other children present in the home. CI Barton did a walk-through of the unlicensed space of the home and found a 12th child (age 5) in the basement/lower level of the home alone. The Provider said multiple times to CI Barton I'm sorry and I know I am in trouble now.
