A caregiver exhibited behavior that did not show the individual to be of good character and intent and qualified to provide care to children as evidenced by on July 22, 2025, CI Pleimann conducted an inspection at the facility with the landlord. Once all furniture and equipmenbt was observed to be removed from the facility, CI Pleimann contacted Franchette Swopes. Ms. Swopes stated that it should not matter that the equipment was gone, she did not close her license, and she is transferring the license. Ms. Swopes stated that she had the right to remove anything she wanted and it does not matter because she wants to keep getting paid by subsidy.
