The diapering table was located in the bathroom of the 2 year old room. In the Infant and Toddler Rooms the changing tables were used as the wall divider and the teacher's back were to the children..

A child was left without competent supervision as evidenced by 2 children from the 2 year old room ran out of the inside gym area around the hallways away from the teacher--Carol say them and ran after them, the teacher from the room was not aware that they had left. While leaving the infant/toddler area another child was observed in the hallway from the 3-5 year old room Carol opened up the door and let her in the room and spoke to the teachers, they were not aware of she was not in the room.
