Department staff were not permitted access to the facility as evidenced by on March 12, 2026, CI Tillinger arrived at the facility at 9:30 a.m. to conduct a reinspection with no answer at the door after several attempts to knock on the front door and side window. CI Tillinger observed two children in the preschool classroom and one teacher at this time. Charley Harper, director, arrived at the facility at 9:38 a.m. and approached the front door to facility to meet CI at the door, but did not go inside. Charley stated she had an appointment at 10:00 a.m. and refused CI Tillinger access to the facility, then returned to her vehicle. CI Tillinger waited by the front door for approximately three minutes then walked onto the parking lot to speak with Charley. CI Tillinger stated to Charley Harper that a reinspection was needed due to a ratio violation from the last inspection, and that she did not have to be present for the inspection, but CI Tillinger would need access to the facility. Charley Harper stated she did not feel comfortable with that and refused CI Tillinger access to the facility.
