Caregiver did not provide frequent, direct contact as evidenced by Tonya Anthony was caring for two groups of children while cleaning up lunch. One group of children (ages 3-years-old to 4-years-old) was in one classroom laying down for nap. The other group of children (ages 7-years-old to 13-years-old) were in another classroom laying down for nap. One child (age 2-years-old) was laying in the middle classroom next to the kitchen. Tonya would glance over the half wall at the groups of children but would remain in the middle room and go in and out of the kitchen.
