Compliance Inspector (CI) Jessica Glover conducted an investigation regarding the allegation that Child A (2-years-old) was receiving diaper cream without permission. After conducting the investigation, CI Glover finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.192(3)(B) which states: "All medication shall be given to a child only with the dated, written permission of the parent(s) stating the length of time medication may be given."
AND
5 CSR 25-500.192(3)(D) which states: "All nonprescription medication shall be in the original container and labeled by the parent(s) with the child's name, and instructions for administration, including the times and amounts for dosages."
AND

On August 9, 2022, CI Glover interviewed Caregivers Shanna Gant, E'Moni Johnson and Maranda Mays whom all stated that they used different kinds of ointment creams on Child A due to the regular occurrence of diaper rashes. Staff stated that they did not document when the cream was administered or have written permission to do so. Staff also stated that Reporter/Parent A (Parent of Child A) never brought ointment cream to treat the diaper rashes but verbally gave permission for them to use the facility's cream. All staff stated that the cream was not labeled individually for each child because the creams were used for multiple children who were in need of it. Director Ikeshia Miller stated she was unaware that each parent must provide their own cream with the child's name labeled on it.
CI Glover attempted to call Reporter/Parent. A voicemail was left but no return phone call was received.

The facility shall notify all staff members of the violations which were substantiated and specify the actions to be taken by all staff in order to comply with all licensing violations cited. A copy of the memo, letter, or staff meeting agenda(s) shall be submitted to the Office of Childhood.
