| Conclusion Summary |
|
Compliance Inspector (CI) Jessica Glover conducted an investigation regarding the allegation that Child A (11-years-old) was attempting to cut herself with scissors without Assistant Director Hajara Abdulkarim or Caregiver Sadiya Yunusa removing the other children out of the classroom or calling Child A's emergency contact and the police. After conducting the investigation, CI Glover finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.102(1)(F) which states: "Caregivers shall be capable of handling emergencies promptly and intelligently."
5 CSR 25-500.182(1)(C)11 states: ?Children shall not be permitted to intimidate or harm others, harm themselves, or destroy property.?
On August 17, 2022, CI Glover conducted a walk-through of the facility and observed Ms. Yunusa screaming while Child A was attempting to cut her wrists with scissors. CI Glover also observed Ms. Yunusa talking loudly to Child A, yelling "stop!" repeatedly. Ms. Abdulkarim stated that Child A was attempting to harm herself with scissors, but she was unable to reach Parent A (Parent of Child A), leaving a voicemail instead to have him pick her up immediately from the facility. However, Ms. Abdulkarim stated that she did not notify the police or attempt to call Child A's emergency contact until instructed to do so by CI Glover. CI Glover then observed Ms. Yunusa and Ms. Abdulkarim leave the other school-aged children in the same classroom while Child A was walking around with scissors in her hands, telling the other children to "fuck off" and to get away from her. Ms. Yunusa did not remove the other children from the classroom until CI Glover instructed her to do so while Ms. Abdulkarim stayed with Child A.
