Compliance Inspector (CI) Jessica Glover conducted an investigation regarding the allegation that Caregiver Summer Green was observed picking Child A (2-years-old) up aggressively and dropping him on the ground. After conducting the investigation, CI Glover finds this allegation is substantiated. This conclusion is based on the following evidence of rule violations which occurred at the facility:
5 CSR 25-500.182(1)(C)8. which states: "No discipline technique which is humiliating, threatening, or frightening to children shall be used. Children shall not be shamed, ridiculed, or spoken to harshly, abusively, or with profanity."
On September 13, 2022, CI Glover interviewed Caregiver Alexus Stacer who stated she observed Ms. Green pick Child A and Child B (3-years-old) up and slam them down onto the floor on their bottoms for timeout. Ms. Stacer also stated that she believed it was inappropriate with the way Ms. Green sat both children down. Ms. Stacer and Caregiver Tammy Woltz both stated that Ms. Green was frustrated and would act aggressively towards the children. Ms. Woltz stated she was Ms. Green's co-teacher and often times observed Ms. Green yell at the children in a frightening and intimidating manner. Ms. Woltz also stated that Ms. Green would often times set the children down onto the floor for timeout "kind of hard."

All staff and volunteers of BLS Early Childhood Center, LLC must obtain one clock hour of training approved by the the Child Care Compliance Section, on age appropriate discipline. The training must be held by an approved and qualified source, outside of the BLS Early Childhood Center, LLC network. Training may be obtained from the DESE professional development system and verification of training completion shall be viewable in system.
