Compliance Inspector (CI) Heather Radney conducted an unannounced investigation of the allegation that Child A (3 years old) reported to his parents that Cristy Best, assistant director, kicked him twice and made him cry. She told him he was being bad, kicked him hard both times and had him go to time out. The same teacher texted Child A's parents a couple weeks ago that he woke up from nap with a mark on his face and wasn't sure how it got there but suggested he laid on the metal part of his cot. The mark did not look like a cot. The allegation is substantiated based on the following evidence:
On November 22, 2022, Child A stated that he does not like Ms. Cristy (Best) and that she kicked him on the butt and he did not like when she kicked him on the butt. Child B stated that she does not like Ms. Cristy and is afraid when Ms. Cristy is in the room but she does not know why she is scared. Child C stated the teacher (unknown) comes over and spanks the kids. Child C stated it makes her sad when she gets spanked. Child C stated she has seen Ms. Cristy spank Child A. Child D stated she is not bad at school and she has never been spanked. Child D stated other kids get spanked by Ms. Cristy. Child D stated her friends get time outs and spankings. Child D stated Ms. Cristy yells at them and says everyone will get spankings. Child D stated she has seen Ms. Cristy spank Child A on his bottom with her hand.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all licensing violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.

All staff and volunteers of the facility must obtain one clock hour of training approved by the Office of Childhood, on age appropriate discipline. Training may be obtained from the Missouri Workshop Calendar. The training calendar can be found at http://www.moworkshopcalendar.org/. Verification of training completion shall be from the Open Initiative Toolbox report.
