| Conclusion Summary |
|
On February 16, 2023, the Office of Childhood received a report alleging that a child climbed over the gate and ran up the stairs that provides access to the buildings roof. After conducting an investigation, Compliance Inspector (CI) Caylin Mertz has found this allegation to be substantiated based on the following evidence and rule violations:
5 CSR 25-500.082(1)(C) which states "Children shall have no access to areas not approved for child care."
On February 16, 2023, Compliance Inspector (CI) Caylin Mertz conducted an unannounced inspection at the facility. Caregiver Cassie Gamache was interviewed. She reported that Child A (three-years-old) had used a metal chair that was on the playground to climb over the gate and go up the stairs which provide roof access. Cassie could not articulate the reason the chair was present. Registered Agent Neena Gill was interviewed. When asked why she did not install a railing at the top of the stairs after children had been on the roof previously, she stated she had not been told to do so. Child A was interviewed and stated he did climb over the gate and go up the stairs but he did not go all the way to the roof. Child A had access to unapproved space due to being able to climb over the gate to access the roof.
