Conclusion Summary
Compliance Inspector (CI) Jessica Glover conducted an investigation regarding the allegation that staff were using spray water bottles on the children's faces to keep them awake during lunchtime. After conducting the investigation, CI Glover finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility: RSMo 210.254.2.-RSMo 210.254.2.(5) which states: "The notice of parental responsibility shall include the following: The disciplinary philosophy and policies of the child-care facility; and" On February 27, 2023, CI Glover interviewed Assistant Director Chris Kuehnast who stated that spraying children with a water bottle to keep them awake was not part of their disciplinary policies and educational philosophy at the facility. When it was discovered that Caregivers Briana Kuehnast and Sara Bennett were misting children to keep them awake during lunch time, she and Director Wendi Fleming instructed for them to no longer do it. B. Kuehnast and Ms. Bennett both stated that they would mist the air above the children to keep them awake and that it was never used as a disciplinary method but understood not to do it anymore.
