Conclusion Summary
Compliance Inspector (CI) Jessica Ibbotson (Glover) conducted an investigation regarding the allegation that Provider Lynne Camp was caring for more than six children in her home without an active license. After conducting the investigation, CI Ibbotson finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility: RSMo 210.211.1 which states: "It shall be unlawful for any person to establish, maintain or operate a child-care facility for children, or to advertise or hold himself or herself out as being able to perform any of the services as defined in section 210.201, without having in effect a written license granted by the department of health and senior services." On March 9, 2023, CI Ibbotson conducted an unannounced inspection located at 11636 N Garner Rd, Richmond, MO 64085 and interviewed Provider Lynne Camp who stated that she cared for eleven children in her home without an active license. Mrs. Camp stated she was aware that state licensing rules only allowed for her to care for six or fewer children, but she wanted to help families in need of childcare since there was limited access in her area. However, Mrs. Camp stated that was interested in becoming licensed so she could continue caring for the children. CI Ibbotson observed eleven children in Mrs. Camp's care, one 8-months-old, one 12-months-old, one 13-months-old, one 14-months-old, two 2-year-olds, three 3-year-olds and two 5-year-olds. On May 1, 2023, CI Ibbotson conducted an unannounced re-inspection and interviewed Mrs. Camp who stated that she understood she was still operating over the maximum that state licensing allowed without an active license, but it was difficult to turn care down to the parents who work full-time jobs and have no other support system to care for their child. Mrs. Camp also stated that she was eager to get licensed and was willing to cooperate with the OOC however she needed to in order to move the process forward. CI Ibbotson observed seven children present, one 8-months-old, one 10-months-old, one 14-months-old, two 2-year-olds, one 3-years-old and one 5-years-old.
