Compliance Inspector (CI) Jessica Ibbotson (Glover) conducted an investigation regarding the allegation that staff/child ratios were not maintained in the mornings in the toddler classrooms. After conducting the investigation, CI Ibbotson finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.112(1)(A) which states: "Birth Through Two (2) Years. Groups composed of mixed ages through two (2) years shall have no less than one (1) adult to four (4) children, with no more than eight (8) children in a group;"
On March 15, 2023, CI Ibbotson interviewed Caregivers Ali Halla, Hunter Pryor and Christina Magdaleno whom all stated that staff/child ratios were not maintained in the toddler classrooms each morning since last week after multiple staff had quit without any notice. Ms. Hall stated that she had six toddler children for approximately one hour each morning by herself until additional staff arrived for their shift. However, she stated that on March 15, 2023, she had six toddler children by herself for approximately two and a half hours due to other staff arriving late. Ms. Pryor stated that ever since multiple staff had quit recently, the toddler classrooms were combining in the mornings, resulting in having approximately nine to ten toddler children in one classroom for approximately one hour while waiting for additional staff to arrive for their shift. Ms. Magdaleno stated that she opened in one of the toddler classrooms and combined with the other class next door, resulting in approximately twelve children total for approximately two hours while waiting for additional staff to arrive for their shift.
