Compliance Inspector (CI) Jessica Ibbotson (Glover) conducted an investigation regarding the allegation that there were staff under the age of 18 years old employed at the facility and counted in staff/child ratios. After conducting the investigation, CI Ibbotson finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.102(1)(C) which states: "Individuals eighteen (18) years of age or older shall be counted in meeting the required staff/child ratios."
On March 20, 2023, Director Shelby Sloan stated that there were previously two caregivers that were 17 years old and counted in staff/child ratios; however, there was currently one who remained employed. Mrs. Sloan stated she was unaware that caregivers who were counted in staff/child ratios must be 18 years of age or older. Caregiver A (17 years old) stated that she had been employed since October 17, 2022, and floated wherever she was needed and always counted in staff/child ratios.
CI Ibbotson conducted a walkthrough of the facility and observed Caregiver A counted in staff/child ratio with 12 school-aged children.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all licensing violations cited. A copy of the memo, letter, or staff meeting agenda(s) shall be submitted to the Office of Childhood, stating how the facility will ensure that all newly hired staff are at least 18 years old.
