| Conclusion Summary |
|
On April 4, 2023, the Office of Childhood (OOC) received an allegation that: Children are being moved up prior to their birthdays. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(1)(C): which states, "Children shall have no access to areas not approved for childcare."
On April 12, 2023, CI Honea conducted an unannounced inspection to the facility and interviewed director Shane Wyatt. Mr. Wyatt stated that he has moved children up to the 2-year-old room before they are actually 2-years-old but not long before the child turns 2-years-old. He does talk to the parents before the children are moved up. CI Honea reviewed all twenty-three files for the 2-year-olds enrolled and found that one child will not be 2-years-old until April 22, 2023, and is in the 2-year-old room.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
