Compliance Inspector (CI) Ian Fyfe conducted an investigation of the allegation that on June 1, 2023, an unknown child was refusing to take a nap and an unknown staff member place a blanket over the child's head for five minutes. The allegation is substantiated based on the following information:
5 CSR 25-500.102(1)(E), which states: "Caregivers shall have knowledge of the needs of children and shall be sensitive to the capabilities, interests, and problems of children in care."
AND
5 CSR 25-500.182(1)(A)5., which states: "A caregiver shall remain in the room with preschool and school-age children while they are napping or sleeping and shall be able to see and hear them if they have difficulty during napping or when they awaken."
On June 13, 2023, staff member Pam Jacquemin stated that if a child is having difficulty sleeping during nap time, she will gently lay a blanket over the child's head to help them go to sleep. There are maybe two to three children in her classroom that she does this with. Some children cannot sleep because they are busy looking at what the other children are doing, so she will place a blanket over their head to keep them less distracted. She places the blanket over a child's head for approximately five to 10 minutes.
- She is a caregiver for the 2-year-old and preschool-age groups.
On June 13, 2023, staff member Taniyah Patton stated that some children will pull their blanket over their head for approximately ten minutes at a time if they cannot fall asleep.
