On June 22, 2023, the Office of Childhood (OOC) received an allegation that: The reporter's child was in a pool during water day that was not treated or filtered and the staff supervising do not have water safety training. After conducting an investigation, Compliance Inspector (CI) Michelle Honea and has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(7)(B), which states: "Swimming and wading pools shall have a water filtration system. The water in swimming and wading pools shall be treated, cleaned and maintained in accordance with health practices and rules as determined by the local or state health authority, or both."
AND
5 CSR 25-500.082(7)(F), which states: "An adult who has completed a course in basic water safety, which includes infant/child CPR, shall be on duty when a swimming or wading pool containing less than forty-eight inches (48") of water is being used."
On June 29, 2023, CI Honea conducted an unannounced inspection at the facility and interviewed the Director Candace Goff and lead teacher Kaitlyn Blain. All caregivers stated they were not aware that a small wading pool was not allowed on premises without a filtration system or a fence. All caregivers stated that no one had water safety training since it was a wading pool for school aged children only. All caregivers stated that there will not be another pool on the premises and will remove the wading pool immediately.
On June 29, 2023, CI Honea observed a wading pool with no filtration system and no adult on the premise had basic water safety training. CI Honea also observed Director Candace Goff removing the pool from the facility and throwing the pool into the trash.
