On August 09, 2023, the Office of Childhood (OOC) received an allegation that: Caring for too many children without a license. Caring for too many young children without a license. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
RSMo 210.211.1: which states: "It shall be unlawful for any person to establish, maintain or operate a child-care facility for children, or to advertise or hold himself or herself out as being able to perform any of the services as defined in section 210.201, without having in effect a written license granted by the department of health and senior services."
On August 22, 2023, CI Honea conducted an unannounced inspection at the facility and interviewed caregivers Cindy Antal and Linda Mcelory. All caregivers stated they were unaware that there could only be six children but believed with all the caregivers it was fine. All caregivers stated they knew that Julie Partin was in the process of getting a license. All caregivers stated they do not know what is needed to complete the license. All caregivers stated they did not have contact information for parents and would need to contact Julie Partin. All caregivers stated that parents would be notified of the issue. CI Honea observed eleven children asleep at the facility. CI Honea reviewed the Children's Enrollment / Attendance Chart which shows eleven children ages 8-months-old to 3-years-old. There was an 8-month-old, 11-month-old, two 12-month-olds, five 2-years-old, and one 3-year-old.
On September 22, 2023, CI Honea conducted an unannounced follow-up at the facility. CI Honea interviewed Director Julie Partin and caregiver Cindy Antal. All caregivers stated they have reduced until the facility is licensed. Director Julie Partin stated that she is still waiting on Fire and Safety to come in, but all repairs have been completed. Director Julie Partin stated that she has redone the application and that it is pending until everything has been completed.
On September 22, 2023, CI Honea observed six children ages 12-months-old to 3-years-old with three children ages 9-months-old, 12-months-old, 17-months-old, along with two 2-years-old, and one 3-year-old.
