Compliance Inspector (CI) JD Greer conducted an unannounced investigation of the allegation that the facility did not put sunscreen on Child A prior to a field trip to splash park on July 20, 2023. This resulted in severe burns to Child A. The allegation is substantiated based on the following information:
5 CSR 25-500.102(1)(E) which states, "Caregivers shall have knowledge of the needs of children and shall be sensitive to the capabilities, interests, and problems of children in care."
On August 16, 2023, CI Greer interviewed Acting Director Lauren Osborne, who stated Caregivers Brooke Hastings and Ella Rose were with Child A's class on the field trip to the splash park. Caregiver Hastings and Rose discovered that Child A did not have a labeled sunscreen at the facility. Caregiver Hastings and Rose should have attempted to contact Parent A to bring sunscreen, but they did not. Caregiver Rose and Hastings did not check to see if Child A was wearing sunscreen as some parents choose to apply it in the morning.
On August 16, 2023, CI Greer interviewed Caregiver Brooke Hastings, who stated on July 20, 2023, she was applying sunscreen to children in her class. She had all of the children line up. She did not make a checklist of which children received sunscreen. She did not apply sunscreen to Child A. She did not check to see if Child A was wearing sunscreen from home. She is aware that children need to have a current medical authorization on file for sunscreen. She did not check to see if Child A had a medical authorization form. After finding there was no sunscreen for Child A, she did not attempt to contact Parent A.
