Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation that On Wednesday, 08/09/23, Director Stephanie Crone did not send a child home who had a series of red bumps discovered during a diaper change despite hand, foot, mouth in that classroom earlier in the day. On 08/10/23, parents of child said child would not be in attendance due to coming down with hand, foot, mouth. On multiple occasions, Stephanie Crone has not sent children home with an underarm temperature in the 99 degree range. The allegation is substantiated based on the following information:
5 CSR 25-500.192(2)(B) - Each child's parent(s) shall be notified immediately when any contagious disease occurs in the facility.
Director Stephanie and Caregiver Hannah reported upon confirmation of two cases of a contagious illness, they post a bulletin to all parents using the LuvNotes Application.
5 CSR 25-500.192(2)(E) - If children exhibit any of the following symptoms, they must be sent home: 5 CSR 25-500.192(2)(E)11. - Fever over one hundred degrees Fahrenheit (100F) by mouth or ninety-nine degrees Fahrenheit (99F) under the arm; 5 CSR 25-500.192(2)(E)6. - Unusual spots or rashes;
On August 17, 2023, CI Radney conducted interviews with Director Stephanie Crone and Caregivers Breanna Russell, Ashley Orf and Hannah Barclay. Director Stephanie and Caregiver Hannah Barclay reported kids are sent home when they have a fever in both ears of 100 degrees, if fevered in one ear they will send a notification to parents but they are not required to leave.
Caregiver Ashley and Caregiver Hannah reported children are allowed to remain in care if they have a few red bumps but more than a few the child is sent home with suspected hand foot mouth disease. Caregiver Hannah reported Child A was allowed to remain in care with red bumps because the red bumps were only in one area, not two areas of her body. The next day, Parent A called to say Child A had hand foot mouth disease.
