Compliance Inspector (CI) JD Greer conducted an unannounced investigation of the allegation that on August 9, 2023, Caregiver Kaitlyn Fields picked up Child A by only holding onto his left arm and moving approximately two feet across the room. The allegation is substantiated based on the following information:
5 CSR 25-500.182(1)(C)3. which states, "Only constructive, age-appropriate methods of discipline shall be used to help children develop self-control and assume responsibility for their own actions."
On August 11, 2023, Compliance Inspector (CI) JD Greer interviewed Director Courtney Owens, who stated she reviewed video footage on the morning of August 10, 2023. As Director Owens was reviewing footage on August 9, 2023, at approximately 9:15 a.m. she observed on camera Child A had thrown an object and Caregiver Kaitlyn Fields picked him up by only holding onto his left arm. Caregiver Fields moved him approximately two feet across the room. Director Owens was unable to determine on video if Child A was crying or holding his arm. Caregiver Fields had placed Child A on the ground in a blind spot.
On August 11, 2023, CI Greer reviewed camera footage of the August 9, 2023, incident with Director Owens and observed at 09:27:55, Caregiver Kaitlyn Fields is seen in the classroom wearing a short sleeve black t-shirt and black leggings. At 09:27:55, Child A is observed wearing a peach-colored tank top and grey shorts. At 09:28:01, Child A can been seen running and throwing a small toy across the classroom. At 09:28:07, Caregiver Fields approaches Child A and using her right hand, grabs Child A by his left arm and lifts his body off of the ground. At 09:28:08, Caregiver Fields walks approximately two feet. At 09:28:09, Caregiver Fields places Child A in a blind spot on the camera. It is unknown if Child A was still in the air when let go or if Child A's feet were touching the ground when Caregiver Fields let go. At 09:28:10, Child A's foot is visible from behind a wall suggesting that Child A is either lying down or sitting.
On August 11, 2023, CI Greer reviewed a report for the August 9, 2023, incident and observed on the morning of 8/10/23, Mom (Parent A) let Ms. Genn (Caregiver Dilley) know that Child A had been favoring one of his arms. Courtney (Director Owens) came into work on 8/10/23 and watched the cameras to see if she could find anything. Around 9:15 a.m. on 8/9/23, Child A had thrown a toy across the room. Ms. Katlin (Caregiver Fields) then pulled Child A by the arm and sat him down for throwing toys.
