Compliance Inspector (CI) JD Greer conducted an unannounced investigation of the allegation that children are taken two doors down in a complex to use the bathroom in another unit because their own plumbing system is having issues. The allegation is substantiated based on the following information:
5 CSR 25-500.082(3)(A)3. which states, "Toilet and handwashing facilities shall be in working order and convenient for the children's use."
On September 6, 2023, Compliance Inspector (CI) JD Greer interviewed Owner Julita Harris, who stated for approximately two weeks they have been having plumbing issues in the facility. The drains for the toilet and sinks are not in working order. The construction company working in her infant center, which is in the same strip mall, asked the daycare to limit the amount that is flushed down the toilet. This is why Owner Harris instructed her staff to take the children to the unoccupied shop, which she also owns and is in the same strip mall as the facility.
On September 6, 2023, CI Greer interviewed Caregiver Bailey Curtis, who stated she has been taking children down in groups to the unoccupied shop that is in the same strip mall as the facility to use the restroom since September 1, 2023. Owner Harris instructed her to do so.
On September 6, 2023, CI Greer interviewed Caregiver Misty Miller, who stated she has been taking children down to the unoccupied shop that is in the same strip mall as the facility to use the bathroom for about two weeks.
