On September 1, 2023, the Office of Childhood (OOC) received an allegation that: They move kids to the two's class before they are two. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(1)(C): which states, "Children shall have no access to areas not approved for childcare."
On September 14, 2023, CI Honea conducted an unannounced inspection to the facility and interviewed director Tara Martin who stated that Child A (23 1/2-month-old) was moved up on September 1, 2023, because the facility wanted to maintain ratio. Director Tara Martin stated that Child A will not turn 2-years-old until September 15, 2023, and she did not realize that would be an issue since the date was so close. Director Tara Martin stated she contacted the parent to obtain permission for the move.
On September 14, 2023, CI Honea reviewed all eighteen 2-year-old files. Seventeen files shows that the children's birthdays are before the child was moved up. There was one file that showed a child to be in the 2-year-old room, but the birthdate to turn two was not until September15, 2023.
