Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation that there is a strong urine stench in the 4 and 5-year-old room. The allegation is substantiated based on the following:
5 CSR 25-500.082(3)(A)7. - Bathrooms shall be clean and odor free.
5 CSR 25-500.082(2)(A)9. - The facility shall be clean at all times and free of dirt, insects, spiders, rodents or other pests.
On September 14, 2023 and October 3, 2023, CI Radney conducted unannounced inspections and walkthroughs of the facility. CI Radney observed the 4-5-year-old room had a strong urine smell. No stains were observed on the carpet. The bathroom inside the classroom appeared clean with no visible urine on the toilet, wall or floor. The bathroom inside the classroom had a urine smell.
On September 14, 2023, CI Radney conducted interviews with Neena Gill and Sydney Tackitt who reported having the carpet cleaned recently due to the urine smell in the classroom. They reported not knowing what is causing the smell.
On October 3, 2023, CI Radney conducted interviews with Neena Gill, Sydney Tackitt, Bailey Fanning and Macy Baker. They reported having the carpets cleaned regularly. Caregivers reported smelling the urine smell even though they are cleaning the carpets and bathroom regularly using the 3 step method.
