Compliance Inspector Jessica Graham investigated the allegation that on September 12, 2023, Child A and another child (unknown) had their pants down on the playground. A teacher saw them and told them to pull their pants up. The teacher told Parent A that the kids had their pants down because they were using the bathroom outside. This allegation is substantiated based on the following rule violation.
5 CSR 25-500.182(1)(A)3. which states: "Caregivers shall provide frequent, direct contact so children are not left unobserved on the premises."
On September 21, 2023, caregivers Layken Smith and Megan Roth stated that they were the caregivers outside with Child A, age 2-years-old, on the afternoon of September 12, 2023. Child A was in the playhouse on the playground and he and Child C, age 2-years-old, had taken their pants and pull ups off. Both caregivers agreed that it was hard to supervise the children in the playhouse due to the way that the playhouse was facing. Since the incident the house has been rearranged to make supervision easier. The caregivers also stated that the children had been in the playhouse for at least five minutes before anyone had checked on them. They stated that they will make sure to walk around and check all areas of the playground more frequently.
Child C, age 2-years-old, and Child D and Child E, age 4-years-old, all said that the teachers are outside with them and they watch them while they are playing.
