Conclusion Summary
Compliance Inspector (CI) Cole Eddins and Compliance Inspector Supervisor (CIS) Romena Fox completed an unannounced inspection regarding the allegation that a 4-year-old child reported to her parent that her caregiver, Bobbi Reeter, spanked her on her bottom. After conducting the investigation, CI Eddins and CIS Fox finds this allegation is substantiated. This conclusion is based on the licensing rule violation which occurred at the facility:
5 CSR 25-500.182(1)(C)(7). Which states: "Physical punishment including, but not limited to, spanking, slapping, shaking, biting, or pulling hair shall be prohibited."
On September 27, 2023, CI Cole Eddins and CIS Romena Fox interviewed Caregiver Courtney Turner who stated that she had heard that Caregiver Bobbi had yanked another child and spanked Child A on her bottom but she did not observe this herself. On that same day, Child D and Child H had both reported getting spanked at daycare. Caregiver Paige Dewis stated that Child D had seen Child A getting spanked but Caregiver Paige did not observe this. She pulled Caregiver Bobbi into her office and told her to go home.
On October 2nd, 2023, CI Eddins and CIS Fox completed phone call interviews with Parent A, Caregiver Abigail Giles, and Caregiver Bobbi Reeter. Parent A stated that she was made aware of the situation from Child A, who told her that Caregiver Bobbi had spanked her while outside on the playground. Child A went on to tell her that other children were spanked as well. Parent A stated that Caregiver Bobbi was often mean to her child and that Child A was scared to change her pull-ups when Caregiver Bobbi was her teacher. This behavior changed once Caregiver Bobbi was no longer her current teacher. Caregiver Bobbi's coworker, Caregiver Abigail, stated that Parent A had reported to Caregiver Abigail about Child A stating that she was getting spanked by Caregiver Bobbi. She then reported this information to her Director, Kelly. Caregiver Abigail said that Child A had kicked another child and that's why she thinks Caregiver Bobbi would have spanked Child A but she did not observe Caregiver Bobbi actually spank Child A.
