On September 21, 2023, the Office of Childhood (OOC) received an allegation that a registered sex offender [Theodore Royston] has been residing at the day care for two months. After conducting an investigation, Compliance Inspector (CI) Ian Fyfe has found this allegation to be substantiated based on the following evidence:
5 CSR 25-400.025 (3), which states: "The person(s) or legal entity who owns a family child care home shall be responsible for meeting all debts and obligations incurred by the facility and for maintaining compliance with all licensing rules for family child care homes."
AND
5 CSR 25-600.115 (5), which states: "Any household member or any person present at the home during hours in which child care is provided shall not present a threat to the health, safety or welfare of the children."
On September 22, 2023, provider Deaja Williams stated that Theodore Royston is her significant other; however, he did not reside with her.
On September 22, 2023, Compliance Inspector (CI) Ian Fyfe reviewed Little One's Concept Learning Center LLC's license and determined that the facility is approved for care Sunday through Saturday (7 days a week), 6:00am- 6:00am (24 hours a day). Therefore, provider Deeja Williams must ensure that the facility is safe from anyone who poses a threat to children during all licensed operating hours. Additionally, a review Missouri's Sex Offender Registry confirmed that Theodore Royston is a registered sex offender.
On September 27, 2023, Detective Stephanie Haussels stated she was assisting the United States Marshals Service and the Federal Bureau of Investigations with an arrest warrant for Theodore Royston on September 7, 2023, at 7 a.m. Law enforcement officers first went to Mr. Royston's mother's residence, but his mother stated that Mr. Royston was at the address of Little One's Concept Learning Center LLC. When law enforcement arrived at the facility address, Mr. Royston was present inside.
