Conclusion Summary
Compliance Inspector (CI) Jessica Ibbotson conducted an investigation regarding the allegation that infants and preschool children were mixed together in one room. After conducting the investigation, CI Ibbotson finds this allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility: 5 CSR 25-300.090 (2)(F)2 which states: "A facility with a capacity of more than twenty (20) children or more than four (4) infants and toddlers shall have infant and toddler space separate from the older children. The space shall be separated by floor-to-ceiling walls with separate play, sleeping and bathroom space;" On October 30, 2023, CI Ibbotson interviewed Parent A who stated that he had observed infant and preschool children mixed together in the main room during drop offs in the mornings. He stated that Caregiver Horn was the infant and toddler teacher but he would observe her out in the main room with the preschool aged children as well. CI Ibbotson interviewed Director Spengler, Caregiver Horn and Caregiver McClain. Caregiver Horn stated that she would remain in the main room with the preschool children in the mornings if there was only one infant or toddler child until additional children arrived. Caregiver McClain stated that Caregiver Horn would remain in the main room with her and the preschool children even when infant and toddler children arrived. She stated that she would not take the infant and toddler children back into their classroom until additional children arrived.
