Compliance Inspector (CI) Cole Eddins completed an unannounced inspection regarding the allegation that Child A was picked up by Parent C and was not on their authorization list. After conducting the investigation, CI Eddins finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.182(1)(A)2., which states: "A caregiver personally shall admit each child upon arrival and personally shall dismiss each child upon departure. Children shall be dismissed only to the parent(s), guardian, legal custodian, or to individuals approved by the parent(s) , guardian, or legal custodian."
On November 21, 2023, CI Eddins interviewed Caregiver Ferril and Director Sellers. Caregiver Ferril stated that she had dismissed Child A to Parent C without checking the authorization list beforehand. Director Sellers stated that she was later informed of Child A being dismissed with Parent C without permission. She stated that she contacted Parent B to inform her that she was going to remind staff of the rules and to ensure that this would not happen again.
On November 21, 2023, CI Eddins observed the facility's pick-up and drop off authorization list for Child A, which listed only Parent A and Parent B. Parent C was not observed on the list.
On November 28, 2023, CI Eddins interviewed Parent A and Parent B. Parent A stated that on November 2, 2023, he was sitting int he car outside the facility while Parnet C went inside to pick up Child A. He stated that he forgot to inform staff about Parent C picking up Child A. Parent B stated that Parent C was not on Child A's authorization pickup list and was not informed that Child A was picked up until she arrived at the facility.
