Conclusion Summary
Compliance Inspector (CI) Heather Radney conducted an investigation of the allegations that Karry Goddard denied Child A bathroom access and that resulted in child A urinating while on the cot. Karry made child A clean the cot and floor with beached paper towels after Child A had urinated while lying on the cot. The allegations are substantiated based on the following information: 5 CSR 25-500.182(1)(E)10. - Children shall not be punished, berated, or shamed in any way for soiling their clothes. The parent(s) shall provide extra clothing for his/her child in case the child accidentally soils him/herself. On November 28, 2023, CI Radney conducted interviews with Catherine Pryzgoda, Kerry Goddard, Sabrena Decker, Suzanne Shaw, Child B and Child D. Kerry Goddard reported Child A asked to go to the bathroom during naptime two times, then asked to go poop. When he asked to go pee after that, she told him no. Child A got up he had wet his pants. When he was done changing his clothes, she asked him to help her clean his cot. Child A agreed to help her and she provided gloves and paper towels to clean his cot and put his soiled sheet in a bag. He threw his gloves and paper towels in the trash and washed his hands with soap and water. Catherine Pryzgoda reported she walked in from her lunch break to find Child A crying, looking scared and embarrassed, while he was wiping his cot with gloves on. Kerry told her he peed his cot so she had him take a paper towel and gloves and wipe his cot. Child A was berated or shamed for soiling his clothes when Kerry Goddard asked him to help her clean his cot using gloves and paper towels after wetting his pants during naptime, as it was reported by Cathrine Pryzgoda that Child A was crying and appeared scared and embarrassed while he was wiping his cot with gloves on.
