5 CSR 25-500.082(4)(A)	A safe diapering table with a waterproof washable surface shall be used for changing diapers. The diapering table shall be located within or adjacent to the group space so the caregiver using the diapering table can maintain supervision of his/her group of children at all times.

Conclusion Summary
Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation that the changing station in the toddler room bathroom was too small to operate properly and was not functioning properly. The safety strap and latch were not accessible. It is positioned so you can not see the entire classroom while using it. There is a mirror positioned in the room but it does not allow full visual coverage. 5 CSR 25-500.082(4)(A) - A safe diapering table with a waterproof washable surface shall be used for changing diapers. The diapering table shall be located within or adjacent to the group space so the caregiver using the diapering table can maintain supervision of his/her group of children at all times. On December 8, 2023, CI Radney conducted an unannounced inspection and observed the diaper changing table was in the bathroom on the wall to the left of the toilet. In order to use the diaper changing table, the caregiver must stand inside the bathroom and face the wall. The diaper changing table is broken and slams down quickly. There is a mirror in the classroom but all areas of the classroom cannot be viewed while facing the changing table inside the bathroom even using the mirror. One of the safety straps and buckle was stuck between the changing table and the wall it is mounted to, leaving the safety straps unusable. On December 8, 2023, CI Radney conducted an interview with Director Melanie Munder. She reported they are not using the changing table because it is not functional or safe. If they have to change a diaper, they do so on the diapering mat on the floor. She will have the changing table removed.
