On January 2, 2024, Compliance Inspector (CI) Cole Eddins conducted an unannounced inspection regarding the allegation that there has been as many as six children under 2 years old and five older children in attendance at once. CI Eddins finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-400.155 (1) Which States: "There may be situations (for example, to accommodate parents' work shifts or before- and after-school care) when the number of children in care over two (2) years of age may exceed the licensed capacity of the home. The number in care shall never be more than one-third (1/3) over the licensed capacity of the home at the time of overlap. The overlap period(s) shall not exceed two (2) hours total in any twenty-four (24)-hour child-care day. The two (2) hours of available overlap time may be utilized in smaller time periods."
On January 2, 2024, CI Eddins conducted an unannounced inspection to Karen Hopkins Family home located at 6776 SE Isley Dr, Holt, MO, 64048 and interviewed Provider Karen Hopkins. Provider Hopkins stated that she was caring for up to 12 because she was within her overlap capacity. Provider Hopkins was unaware that the overlap period(s) shall not exceed two hours total in any 24-hour child care day. Provider Hopkins stated that she had been caring for 12 children longer than two hours on January 2, 2024. She stated that she does not normally care for so many children past two hours, but due to the holiday break, she thought that it was ok.
On January 2, 2024, CI Eddins conducted a walkthrough of the facility and observed 12 children ages 11-months-old to 7-years-old. CI Eddins observed two of the 12 children to be 2-years-old. CI Eddins observed the attendance for January 2, 2024, which showed that she was caring for 12 children.
