On January 16, 2024, the Office of Childhood (OOC) received an allegation that there was no water available at Kidsplay, LLC due to frozen pipes. The pipes froze over the weekend and the facility had no water for handwashing or anything. Facility was operating on January 15 and 16, 2024. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(4)(D), which states the following: "Diapering supplies and warm, running water shall be adjacent to the diapering area."
On January 16, 2024, CI O'Malley conducted an unannounced inspection of the facility and observed that the diapering sink in the infant room was not working. CI O'Malley observed five children in care in the infant room. CI O'Malley observed working sinks and toilets in the children's restrooms and throughout the rest of the facility.
CI O'Malley conducted interviews with director Michele Lombardino, teachers Madie Keisey, and Kayla Bittlrf. Ms. Lombardino stated that the infant room's diapering sink had not been working since Monday, January 15, 2024. The pipe froze over the weekend and had not thawed out yet. The infant room's sink was the only one not working.
Ms. Keisey and Ms. Bittlrf both stated that the children's restrooms had working sinks and toilets on January 15 and 16, 2024.
On January 17, 2024 CI Amy Musselman conducted a re-inspection to the facility and observed the sinks in the infant/toddler room. They were repaired and working. As a precaution, no infants and toddlers were present.
