Conclusion Summary
Compliance Inspector (CI) Jessica Graham investigated the allegation that the facility has an exposed sewer line leaking sewage into buckets where children are. This allegation is substantiated based on the following rule violation: 5 CSR 25-500.082(2)(A)6. which states: "Walls, ceilings and floors shall be finished with material which can be cleaned easily and shall be free of splinters, cracks and chipping paint. Floor covering shall be in good condition. Lead-free paint shall be used for all painted surfaces." On February 7, 2024, director Savannah Smith stated that a pipe in the 2-year-old classroom had froze and busted which caused a leak. She was in the process of getting it fixed when a sanitation inspector came and cited them for the leak. The children from that class were moved to another room until the leak was fixed and a return inspection was conducted. CI Graham observed the classroom with the leak and no pipe was exposed and the ceiling had been patched. No children were occupying the room. While at the facility, CI Graham observed the Field & Data Report from St. Charles County Public Health Department conducted on February 2, 2024. Inspector was Wesley Crawford and the following was noted: "Found square portion of drywall ceiling cut and 3-4 in. diameter while pvc pipe exposed. Found with constant drips of clear-like liquid with a catch basin under it collecting the liquid. Found pipe had attempted to be repaired with rubber cement, but remains dripping." When returning to the office on February 7, 2024, CI Graham received an email from Savannah Smith with the return inspection report from St. Charles Public Health Department stating that the leak had been fixed and the room was approved for children.
