On March 7, 2024, the Office of Childhood (OOC) received an allegation that: This is a non-licensed facility with 14 children as a mother and daughter operation. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
RSMo 210.211.1: which states, "It shall be unlawful for any person to establish, maintain or operate a child-care facility for children, or to advertise or hold himself or herself out as being able to perform any of the services as defined in section 210.201, without having in effect a written license granted by the department of elementary and secondary education."
On March 12, 2024, CI Honea conducted an unannounced inspection to the facility and interviewed Kim Clough along with her daughter, Abigail Clough, who stated that she believed it was six children (with no more than three under two) per adult and did not realize it would be six children per location. She is interested in obtaining a license but is concerned about fees. She understands now that she either needs to apply for licensing or reduce down to six children. She will talk with all the parents about the situation.

On March 14, 2024, CI Honea observed eleven children in the facility eating lunch with Kim Clough and her daughter. The children were ages one 4-month-old, one 5-month-old, three one-year-olds, four 2-year-olds, one 4-year-old, and one 5-year-old. CI Honea observed a large, fenced yard set up with play equipment.
On March 14, 2024, CI Honea had the 30-Day Illegal Provider Letter mailed out.
On March 14, 2024, CI Honea conducted phone calls to all parents and none of the parents' wanted information mailed.
On April 16, 2024, CI Honea conducted a second unannounced inspection and interviewed Kim Clough who stated the following. She just had fire at the home yesterday and has to have a few minor things done to pass. She is having an addition added onto the house right now that will not affect the daycare. She only has five children, and her daughter has some of the children. She is having the issues from fire corrected while the contractors are working on the house. She will not have more than five to six children until she is licensed.
On April 16, 2024, CI Honea observed Kim Clough to have five children ages 5-months-old, two 1-year-olds, and two 2-year-olds.
