On March 13, 2024, the Office of Childhood (OOC) received an allegation that a 16-year-old is driving 4 children from school to the daycare in the afternoon. After conducting an investigation, Compliance Inspector (CI) Jade Stewart-Martin and Compliance Inspection Supervisor (CIS) Marla Chrisco have found this allegation to be substantiated based on the following evidence:
5 CSR 25-400.200 (2)(A) - The driver of any vehicle used to transport children shall be no less than eighteen (18) years of age and shall have a valid driver's license as required by Missouri law.
On March 19, 2024, CI Stewart Martin and CIS Chrisco conducted interviews with Casionia Peebles-Miller, caregiver, and Chassidy Miller, home provider. Both staff interviewed admitted that Deayjannay "Dede" Miller (age 16-years-old) has transported children in the past in emergency situations. The latest occurrence being on March 18, 2024, where Dede transported Child A, Child B, Child C, Child D, and Child E from school to the daycare facility using the facility's transport van. Both staff interviewed stated that the individuals that are typically in charge of transport is Chassidy Miller and Casionia Peebles-Miller. On March 18, 2024, Chassidy Miller was in an outpatient surgery while Casionia Peebles-Miller had a broken foot leaving both unable to transport. Chassidy Miller stated that neither her nor Dede have their Class E License.
Parent E stated she was aware of Deayjannay "Dede" Miller transporting Child E. Parent E stated that Chassidy Miller asked for permission prior to Dede transporting Child E and that it was only done due to Casionia breaking her foot and being unable to drive.
